The duration of the proposed contract will be 5 years.

Job Summary:
The Finance Officer- Budget managing compliance, review and accounting services of the assigned projects and assist SM-Budget in day-to-day functional operations of the budget section. The Finance Officer-Budget carries out responsibilities in the following functional areas:
To ensure donor report and donor compliance, assist to prepare cost proposal, calculation of propose Share Cost, Prepare Grants, contract and Restricted Contributions, Grants and contract Check List and Review Individual Project Implementation Agreement (IPIA) and PIFA. Budget upload into SCALA, receivable managements, preparation of shared cost ratio , collect and ensure the charging instruction , audit handling , month closing and assist CD/ACD-Programs to ensure proper time allocation Management and also any other duties assigned by the management.

1. Ensure donor report and donor compliance.
  1. Quarterly/Bi-annually/Annually Donor Financial Report;
  2. Prepare necessary worksheets to fill up the prescribed format of financial reports;
  3. On the basis of the above worksheets prepare the actual expenses report as per the prescribed format for onward submission to donor office;
  4. Prepare Cash Call to donor or Arrange of Monthly FRLC to CARE USA through SM Budget and Projects;
  5. Follow up the fund transfer status of assigned projects after submission of the financial reports/cash call/FRLC;
  6. After running cost pool each month, feedback to projects specific person regarding unusual expenditure;
  7. Preparing fund received entry and Adjusting Journal Entry, if require;
  8. After closing of each month,  reconciled Fund Balance;
  9. Day to day communication with Team Leader/PM and other project specific people;
  10. Preparing or arrange to prepare budget variance analysis report;
  11. Reviewing budget revision, if require;
  12. Arrange or Prepare Donor/ FD-4 Audit Report;
  13. Facilitate the external auditor during FD4 audit under NGO Affairs Bureau and assigned Project audit of CARE Bangladesh as per scheduled time;
  14. Prepare necessary worksheets to fill up the prescribed audit report format, show vouchers and necessary documents to satisfy audit queries;
  15. Receive final audit report and forward to Program Department for their onward submission to NGOAB.
  16. Sending Annual Audit report to donors, Projects Coordinators and concerned other departments, if require.
  17. Documented all related information.
For new projects:
a) Preparation of GCRC and CHECK List as per Agreement;
b) Review Agreement/IPIA/PIFA whether it’s possible to meet up the requirement before final review of supervisor and signing of Management.

2. Assist to prepare cost proposal and provide the Shared Cost information to prepare cost proposal.
  1. Provide necessary budget information (such as Shared Cost, rates of expenses, historical costs, etc) to prepare budget and for budget notes.
  2. Prepare multi-year budget format as per the requirement of the proposal or use Donor’s format
  3. Assist to fill out different formats of information for submission to Donor.
  4. Provide Shared Cost information to prepare cost proposal.

3. Receivable Managements
  1. Projection of fund requirement for the assigned projects.
  2. Ensure fund request and fund for the assigned projects.
  3. Prepared fund status reports (receivable / payable) of assigned projects.

4. AR entries and monthly closing.
  1. Ensure the SCALA entries for fund and intra company transaction.
  2. Reconcile FC wise AR balances with Trial Balance
  3. Assist and to ensure AR month closing activities into SCALA.

5. Charging Instruction (CI).
  1. Review all grants /contracts, period, funding sources, etc to ensure the CI.
  2. Update, compile and ensure the CI for CARE Mission.

6. Shared Cost Ratio.
  1. Update and collect the Key Factor Information from project.
  2. Ensure the Shared Cost ratio for cost pools.

7. Audit
  1. Prepare necessary accounts and documents for FD-4 audit reports
  2. Reconcile figures with SCALA accounts
  3. Arrange to submit vouchers /documents to Auditors
  4. Circulate Audit report to concerned donor/NGOAB/Projects.
  5. Follow up action against Auditors advice.

III. Authority:
Reports to Section Manager, Budget.
IV. Contacts and Key Relationships:
Controller/General Managers, Section Managers, Section Support Manages, Project Development Officers, Auditors, Sector/Program/Projects Coordinators, ACDs, CD, Office Managers and Project Support Managers of Field Offices.
V. Working Conditions:
Based at CBHQ, Finance with approximately 5% travel time to the Field Offices.
VI. Required Qualifications and Competencies (Benchmark):
  • Masters' Degree in Accounting or Finance.
  • Minimum 4 years experience in accounting and financial management
  • Good written and verbal communication skills both in Bangla and English.
  • Extensive problem solving, participatory planning and organizing skill.
  • Good negotiation skills.
  • Good understanding on Administration, Finance and Personnel policy procedure matters.
  • Good Computer skills (in Word processing, spreadsheet and database in Windows).
  • Ability to work in a team environment.
  • Ability to prioritize activities to meet diverse need.
  • Skills and knowledge in Performance management and staff development.
  • Good skills in report writing.

Compensation
Monthly gross salary is Taka 28,800 plus other admissible benefits as are per policy. Salary is negotiable for highly deserving candidate.
