Job Description / Responsibility

  • Being responsible for Development and implementation of Oxfam Bangladesh MEL framework, policies and system.
  • Building capacity of country programmes to develop their respective MEL mechanisms to contribute effectively to the overall Oxfam Bangladesh MEL objectives.
  • Building capacity of partners and strengthen their respective MEL mechanisms and systems to contribute effectively to programmatic MEL objectives.
  • Leading and managing key discrete MEL milestones, events and processes.
  • Knowledge in managing information between departments and affiliates to ensure the whole organisation benefits from and applies program learning.

  • Strong knowledge and understanding of gender, poverty and development issues in Bangladesh. (E)
  • High level of analytical skills with knowledge and understanding on global and national development issues. (E)
  • High level of critical thinking and clear understanding about the different analytical tools.(E)
  • Minimum of 5 years experience and demonstrable skills in designing and implementing evidence-based monitoring and evaluation frameworks and programmes, with emphasis on participatory and partnership-based MEL approaches. (D)
  • Strong knowledge of IT applications and development – especially spreadsheets, database, and familiarity with associated web-based platforms and applications. (E)
  • Familiarity with project cycle management, monitoring and evaluation, and fundraising. (E)
  • Experience in the organisation, conduct and management of various capacity-building/skills transfer events and process. (E)
  • Fluency in both written and spoken English and good report-writing skills. (E)
  • Highly organised and able to manage own time under guidance and direction from line-manager. (E)
  • Commitment to Oxfam’s overall aims and beliefs, including strong commitment to gender, diversity issues, equal opportunities and capacity building. (E)
  • Strong interpersonal and self-awareness skills.(D)
  • Ability and willingness to undertake extensive travel in and out of the country if required. (D)
  • Experience in working in multi-sect oral programmes and ability to manage multiple priorities, work under pressure and deadlines. (E)
  • Well-developed conceptual, critical, analytical thinking and planning skills. ( E)
  • Demonstrates ability to take Initiative, drive to achieve results, ability to develop effective organizations. (E)
  • Ability to work effectively with others, adaptable and flexible. (E)
  • Strong ability to rapidly assimilate, analyse and report on complex information and proven conceptual and policy advocacy skills. (D)
  • Ability to manage multiple priorities and work under pressure and to deadlines, sometimes in situations of stress and uncertainty. (E)
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds. (D)
  • Fluent written and spoken English. (E)
  • Some experience in providing advisory support to both senior managers and programme staff and good ability to facilitate learning and knowledge management.(D)
