ACDI/VOCA, a leading international development organization, based in Washington, D.C., is currently implementing the Program for Strengthening Household Access to Resources PROSHAR) in Bangladesh. It is a five-year, $45 million, Title II development program funded by
the United States Agency for International Development (USAID) focusing on the promotion of sustainable livelihood strategies, improved health and nutrition, and enhanced community ability to respond to vulnerabilities and shocks. PROSHAR aims to reduce food insecurity, chronic malnutrition and increase resiliency to shocks in three Khulna division Upazilas (Batiagiata, Sarankhola, Lohagora).

General PURPOSE:

Develops and uses indicators to support assessment of progress at the outcome level with gender mainstreaming, adapted to the various sectors in PROSHAR.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Regular monitoring and reporting on gender mainstreaming
  1. Draft indicators for assessing progress at the outcome level with gender mainstreaming, adapted to the various sectors in PROSHAR for review and finalization by the Director M&E.
  2. Follow-up on data collection activities to ensure that PROSHAR reporting system includes all necessary gender disaggregated data.
  3. Analyze gender disaggregated data to inform progress in gender mainstreaming through the use of Excel and/or other packages.
  4. Monitor the achievement of the outputs and outcomes presented in the gender strategy, including identification of “potential success stories”, and lead the preparation of gender mainstreaming case studies for public dissemination.
  5. Prepare reports as needed.

Support to gender mainstreaming in the field
  1. Review all programmatic guidelines and action plans to ensure gender mainstreaming is being applied.
  2. Coordinate with other trainers to ensure gender is appropriately integrated and addressed in all trainings.
  3. Provide input to the development and delivery of gender workshops.
  4. Contribute to the preparation of a yearly implementation plan - outlining the concrete actions to be taken by each strategic objective, with outputs and outcomes, related to gender.

Representation
  1. Represent PROSHAR, on request by Director M&E, at workshops and events where information on gender mainstreaming in the area of food security is requested.
  2. Attend important events on gender and food security to disseminate information on progress made in gender mainstreaming in PROSHAR, as relevant; based upon requests by Director M&E.

Miscellaneous:
  1. All other duties required by the Director, M&E, in support of gender mainstreaming.

REQUIRED QUALIFICATIONS:
  • Bachelor's/university degree in international development, sociology, anthropology, women’s studies, agriculture, health- or other related discipline.
  • A minimum of three years' experience using gender indicators intended to track discrimination by gender, including analyzing quantitative data to identify trends and areas for further investigation.
  • Demonstrated experience with computer-based Microsoft packages (Excel, Word, and PowerPoint and Access).
  • Excellent interpersonal and English communication skills, both verbal and written.
  • Proven case study writing skills in English.

DESIRED QUALIFICATIONS:
  • Masters degree in related discipline (eg. Social Science).
  • Experience mainstreaming gender into food security, nutrition or agriculture programs to promote gender equity.
  • Prior experience with USAID projects, procedures, policies and reporting requirements.
